hi, i'm new to vista. it seems everytime i start up my laptop, it looks for updates... 22 just there, and it takes ages to boot up.

is this normal.. or is there some funny setting turned on?

Automatic updates is switched on mate.

Bottom right hand corner you will see a yellow sheild type icon. Double click it and you can disable it and run the updates whenever you want.

Go into "Control Panel" then under "Security" you will see "Check for updates" click in here and on the left hand side you will see "Change Settings" and there is your list of options for it!
