Is it possible for a banned Ebayer to open up a new account?

    There is a chancer that I delt with on Ebay recently and I'm sure he has been banned in the past. I noticed shilling at the end of a recent Auction and I reported him to Ebay.

    How easy is it for these guys to open up second accounts once banned? Dose Ebay / Papal keep a record of names, addresses, IP addresses, credit card details, etc?

    I know credit card companies can do a search on credit ratings on an individuals seperate bank accounts so it wouldn't take too much for Ebay/ Paypal to do the same if this guy decided to use separate cards.

    The Guy I reported had an Account since 2004 with 31 Points, He is willing to loose the lot for the sake of 100 Quid because he would not cooperate with a refund on a mutual agreement settlement. It would take quite a while to build up that credit rating again taking the time frame.
