    Hello,

    I have a very basic question re. how to classify a dwelling.

    I have an assessment where the dwelling is brand new, but no Provisional BER Cert exists. The dwelling was completed this year, but I do not know when Planning Permission was obtained.

    Since no Provisional Cert exists do I:

    a. Classify it as a New Dwelling - Final, or
    b. Existing Dwelling built to 2008 Regulations.
