Depends on the masters, PhD intended and the institution in most cases.

In the past (Year 2000 or so on) it was quite common for an MLitt (research path) to lead to a PhD and it wasn't altogether uncommon for a taught social policy or taught business masters to lead to PhD track. The MLitt or Masters could lead to PhD year 2 with two and a half or three years to go.

These days generic skills usually constitute the first year of graduate education programmes and lead into Year 2 of the research PhD and may be a programme requirement.

Best talk to your institution about your intentions, it's horses for courses (pardon the pun) in most cases.
