    Hi All,
Just wondering what rquirements I would need to comply with before being issued with a new herd number? I presume I require adequate facilities for testing cattle with regard to crushes etc.

    All replies appreciated!

isn't the green cert only if you are getting land passed onto you and you want to benefit from reduced stamp duty or if you want to apply for grants like installation aid? if the OP is over 35 I don't think the green cert matters anyway

A cattle-crush is a definite - and it needs to be in working order - i.e. any required repairs to be completed.
Not sure if the land needs to be stock-proof, or if you need to have some form of housing for wintering?

I'm surprised you were told you needed to have done a course just to get a herd number. Maybe they thought you were looking for grant aid. Look up www.teagasc.ie and under education click training requirements and see if you mentioned any of the reliefs to dept of agriculture that are listed there.

There's a thing about having 5 years experience to be able to apply for the single farm payment as a new entrant when you are over 35. I don't know if that's 5 years after you get your herd number. If so you would be losing 3 years SFP by waiting till you are 35 but you have to take into account the cost of the online teagasc course.

hi...herdnumber is my fathers..it has a small SPS payment attached..i wanted to get it transfered, last spring! we rent land only,40+ acres(i only own about 2 acres-house on it)..
i was told i'd need to own aleast 15 acres,or hav a long term lease on them! department of ag-told me the above!

sorry for being so slow to reply ianod . I am getting the old one reactivated but have been told it is the exact same procedure as getting a new one, including farm visit ,filling forms ordnance survey maps etc and it will take 4 to 6 weeks .this is a major hassle as i wanted to buy in stock now that i have grass . Maybe i should approach some local politician:)

I dont think you need to have completed any course to get your herd number. Definitley dont require any course if you are transferring a dormant herd number from a family member. I did it a few years ago. Only advise is to allow yourself plenty of time. Dept of agri took a long long time to get confirmation of transfer out.

We had to get a herd number 3 years ago, to do this we had to contact the Divisional Veterinary Officer I think thats what hes called. They need the land to be stock proof, and a crush and handling facilities. Then you are a restricted farm and can move animals in, but not out until they are tested.

Does anyone know what the latest is on the requirement for getting Herd numbers? never had one before, its been 3 years since the last posts here on the subject.

Where would I find more info?

    thanks.

All correct, if you dont have land, you need to have a lease agreement signed up, you can download these from the internet, AIB i think have one up, you fill it in and witnessed by a garda or commissonor of the peace.
i got it done and just put down zero euro for lease as it was my dads place. no need for a cert or any qualifacation. you will need a few sheds, so you can seperate sick animals if need be, nothing major though. i applied for a new number but they just reactivated my dads old one and gave it to me think the DVO guy put that in. and as said above osi maps

i met 2 different DVO inspectors and have to say they were spot on and very helpful.

Thanks Jack77, have the land sorted so thats not a problem.

The land is currently leased out, should be back under my control
in about 3-4 months, so I'm wondering if I can still apply now for the Herd number (while the other farmer has the land and has his own stock on it),or I need to wait until he has moved out and I can bring in an inspector to show him my intentions.

    thanks.

Thats a good question, don't know id say if you got the number of the DVO inspector and asked he'd tell you, if i were you i'd apply away it might take a few weeks for the dept to send it to him anyway

  • Registered Users, Registered Users 2 Posts: 641 ✭✭✭lanod2407

I'd imagine that there would be an issue with another farmer having animals on the land at the same time as you have your own on the same land. That would cause issues with control and testing etc ???

  • Registered Users, Registered Users 2 Posts: 115 ✭✭jack77

just meanth by the time the inspection would be ready your tenant should be gone off the land and it should be back in your control, can't have 2 sets of animals on the land.

It'll depend if the land is counted in on his SFP forms, nearly guaranteed to be though
and if thats the case the DVO are likely to take the view that it's still designated to
the other farmer till 31st of december (Financial and Calender year) unless you have
a written agreement/contract with dates before this.

SFP deadline last year was 16th of may and late filing deadline was 10th of june.

You can useually apply several months in advance and ask that the land is designated
as yours from the 1st of january or end of written contract date.

Sorry for bringing up an old thread but how easy is it to get a herd number? My mother just told me of a fella she knows who is getting €7.5k p/a off the dept of agriculture and he was boasting how he has no cattle. As a taxpayer I am disgusted by this. Is it really that exploitable?

Don't confuse having a herd number with receiving area aid (known as Single Farm Payment - SFP), I'm not 100% up on it all, but you need to have land in your own name, facilities for testing cattle in a cattle crush and the land needs
to be stock proof to initially get a herd number.

If you qualify for the herd number, you can apply for the Area Aid to help develop the land etc, but this is getting harder to get and once you get it (or got it in the past), its valid for a number of years i believe.

I would like to hear from others who may add more to this.

    thanks.

I think also if no cattle is shown on a herd number for a certain number of year and I think it's five then the herd number is dormant and you have to reapply for the herd number again

    Hey Highflyer 13,
    It is not that simple.
The payment your mother's pal is getting is based on his farming activities in the years 2000-2002. Basically the total of his payments for the likes of suckler cow premium, Area aid(cereal growing), ewe premium etc was averaged over the three years and divided.
He has to maintain a certain level of farming activity to draw down this payment each year.
That being said, there are many deals going on "Under the table" whereby other farmers will farm the land and the likes of your mother's Pal applies for the payment.
He does not nesessarily have to have cattle, he could be producing feed for other cattle farmers or be growing cereals.
