VRT/GVW and Crewcabs

    Was reading the vrt manual and came across this:

    "Where a person seeks a Category C classification for a crew cab the CVO is to be contacted in advance of classification."

    Can anyone tell me why the CVO have to be contacted in advance?
    Are the VRT clerks strict when in comes to crewcabs, surely the log book with the particulars would be enough If it states gvw has been increased? No?
