Fork/headset question

I'm not sure whether this is a fork or a headset issue. Anyway, I had removed the stem from my old road bike to try it out on my new one, but when I replaced it on the old one something had happened to the steering. Now when I turn the front wheel with the bars, instead of moving smoothly, the fork seems to jerk from one position to another.

Does anyone have any idea what might be causing this? Am I missing some headset bearings, perhaps? (The fork did slide out of the head tube after I initially removed the stem. For reasons best known to myself, this was a surprise to me, so could I have lost some bearings without noticing?)

    Any thoughts/suggestions are appreciated.

Sure the top bolt isn't too tight?

That could well be it - I'll check later on. Cheers.

Had something similar recently when adjusting headset spacers. I had tightened the stem bolts before adjusting the top bolt :o

Quick check of Park Tools book confirmed stem bolts need to be loose when adjusting top bolt, and tightened afterwards!

Sounds like the top bolt is too tight as Tonto says. You get the headset adjustment right with the top bolt first (bars turn freely but there is no forward/back play in the headset) and then tighten down the two stem bolts.
