No, there are 17 episodes. One hour carried over from last season. However, they are both being aired together as part 1 and 2 of the finale.

Yeah. It was supposed to be 16 originally. But the writers strike last year meant that they lost 2 episodes in season 4. So they added 1 extra episode on to each remaining season.

I always assumed Jacob was a character that we already knew, ie. John Locke

I think it would be a bit silly if it was a character we already knew unless they were going under a pseudonym, otherwise for example why would Locke suddenly be known as Jacob. I'm just surprised the actor listed as potentially playing Jacob is young.
