Through a website like elance.com I commissioned a software development company in India to develop a website for me (after taking references etc). The payment schedule was 33% upfront, 33% half way through development and 33% on completion.

The development was going very well, the test site worked well and just needed a couple of tweaks. I have paid 66% using a credit card account through Paypal. Recently communication has stopped and I have my doubts if they are going to deliver the completed site.

My question is can I claim off either my credit card company or Paypal for the money that I have already paid ?
