What has caused this (perhaps obvious but should make for interesting discussion) and what will the likely implications be in the short and long term?

i don't see why anyone should care what rating S&P or Moody or any of these crowds. they've lossed all credibility in my eyes a long time ago.
July 25 2008(Bloomberg) -- Standard & Poor's affirmed the AAA ratings on the senior debt of Fannie Mae and Freddie Mac
    On September 8, 2008 - nationalised.
Their ratings are obviously rock solid

Lehman Brothers had a AAA credit rating, just before they lost more money than they had made in their entire history.

The world is not normal at the moment, normal rules don't apply any more.

S&P and Moody's is still just a reflection of the current market knowledge of the entities in question. The fact we have been downgraded could still ose obstacles.
