Always on HTPC and NAS

I have been researching a new HTPC box that wont break the bank and will hopefully also be a Raid-1 NAS/web server/ftp server/nzb downloader/whatever I can think of.
I already have a very nice standalone bluray player so this will very rarely if ever even play a DVD. It will however be playing avi's and mkv's up to 1080p as well as recording via a DVB-T tuner.

So with this being an always on machine I would really like to keep the power down to a minimum, which of course would have the effect of reducing the requirement for fans. But low power and decent performance rarely go hand in hand so I would appreciate if anyone has experience with this kind of setup they could provide info and if there are any gotchas

(note that http://techreport.com/articles.x/14261/13 measured power usage at idle to be just under 50 watts of this mobo with a lower clocked CPU)

Now I am looking for a fanless power supply 300 - 400 watts and a good low profile DVB-T tuner.
I saw plenty of PSU's on websites, but very few available to buy, and almost all of those were 100 pounds plus. Anyone know of decent ones that wont break the bank?

I went with a Qnap Ts-109 pro II, does the job quite well.
