VOIP in a cyber cafe

A friend of mine has a small cyber cafe (15 computers) in a larger amusement type place (snooker, pool, a few slot machines and video games).

The cyber cafe is used mostly for online poker and web browsing. He was wondering would Skype or other VOIP be a good idea for the cafe. He was thinking about subscribing to Skype and then advertising cheap calls. Would it be a runner?
