Rule 10 Order of Play

2 balls - 1 off the green 10 feet from the pin, other on the green 15 feet from the pin. Most people think the person who is off the green should play first, even though they may be closer to the pin, as this avoids having to remove & replace the flag, however Rule 10 states:
    • b. During Play of Hole
After both players have started play of the hole, the ball farther from the hole is played first. If the balls are equidistant from the hole or their positions relative to the hole are not determinable, the ball to be played first should be decided by lot.

What I want to know is:
    1. Can this rule be enforced - can I insist that the person on the green but further from the pin plays first?
    2. What is the penalty if the player refuses?
I'm not being pedantic, it's just this can be important to get a read of line, pace etc.

    1. I'm pretty sure you can
    2. Not sure what the penalty is, sorry. A clip round the ear for their cheek maybe?

In strokeplay there is no penalty if someone plays out of turn (Rule 10-2c) so you can't force someone to play in turn or penalise them if they don't.

In match play, if your opponent plays out of turn you can make them replay the shot in turn but there is no penalty. Obviously, this is usually only invoked when the opponent has hit a good shot. It happened in the Solheim Cup about 5 years ago where someone chipped in but was made take the ball back. Very controversial obviously but no doubt about the ruling.

The only time a penalty may apply in stroke play is if two people are deemed (by the comittee) to have played out of turn to give one of them an advantage ie: letting the other see the line of a putt by putting from closer range. In this case both players are DQ'd.

does this apply even for your tee shot? i.e the honour? Chap telling me yesterday he'd lost a hole for not allowing the honour

That chap was talking through his hole, as stated above there is no penalty for playing out of turn, he can only be asked to retake his shot.

I dont know if thats exactly correct, most people know the furthest away should play first but most people let the person off the green come in as it's handier to do this as you are not removing and putting back the flag the whole time.
