    EC to develop state aid rules for broadband financing Friday 20 March 2009


    The European Commission is working on adapting state aid rules to allow for government support for developing next-generation broadband networks. Competition commissioner Neelie Kroes made the announcement in a speech to the Dutch parliament on broadcasting legislation. The draft communication under consideration will explain how EU state aid rules will be applied in relation to broadband financing. It will describe the EC's current practice on support for "traditional broadband" and will also address public financing of next-generation access networks. The communication will indicate in which cases and under which conditions this financing can take place. The communication comes in addition to a planned commission recommendation on regulatory aspects of next-generation access networks.

    This has been in discussion for some years. France caused a problem in or about 2002 with a funding initiative. Similarly Ireland's MANs also were reviewed.

    Indeed but like all EU things they seem to come around in cycles and then up for regular review (and tinkering).
