Head Restraints - legal requirement?

    Just saw Minister Mary Hanafin being interviewed on RTE news, in the car we provide for her, as she entered Leinster House today.

    It appeared to me that there was no headrest on her seat.

    Am I correct in thinking that it is illegal to carry an adult passenger in a seat without a head restraint?

    Back seat or front seat? fronts is legal requirement but backs aren't
