Tickets Auction - Normal? Ripoff?

Is it normal for ticket agents to auction off a big chunk of tickets for an event? Surely they are no different to touts with such behavior? I was asked to get tickets for a certain event this morning. They were for my sister in law who has gone to this paticular bands Irish concerts for many years. I went to the last one…
