Is it possible to have adwords only appear for viewers in ROI ?
The website will be a .ie domain.

Can the same be done for the 32 counties, but not mainland UK ?

    It certainly is.

Just go to edit campaign settings. Scroll down to target audience and edit locations.

    Geo targeting
You can set it up in “edit Campaign settings “
    Locations at the bottom
–“Ireland (Country)” then to the UK – expand it and click on Northern Ireland

    Done!

As an aside - you might think of a separate campaign for NI - if you want keywords to trigger different geo specific ad copy.
