Its a car and a plane in one. Yesterday after months of testing the Transition made the first flight from the
Plattsburgh International Airport in NY. For its first flight, the Transition was flown by Phil Meteer, Colonel, USAFR (Retired). The chase aircraft was piloted by Giora Guth.

i am no expert on car / plane design but that looks like a plane!!!!

It is designed to take off and land at local airport and drive at highway speeds on the road.

To fly it you would need Sport Pilot license.
