Some alloys are quite porous, and if not kept clean can discolour. If it's on the surface you should be able to get it off, try white spirit on a small section to test.

What sort of alloys are the? are the OEM ones that came on the car from the factory,a recognisable after market brand such as O.Z,BBS or Rota,or are the cheap replicas?

They are volkswagen alloys that came with the car when it was purchased brand new.
