I've heard conflicting reports on this. Some people claim that Paypal don't cover you, except on eBay, and have had letters from Paypal saying as much, but I myself have used the Paypal dispute console for a purchase from Deal Extreme, and it worked.

Long and short of it is, use a credit card (not pre-paid 3V types) to fund the payment, and you'll be protected by them, regardless of Paypal.

As above, pay through Paypal but raise the money on your credit card ie. fund from your card instead of Paypal balance, as more than likely Paypal will wriggle out of any chargebacks they get.

You will be covered if the item does not turn up, but if the item arrives and there is a problem with it thats when you are no longer covered - if it is bought from eBay then you are covered if its faulty/dodge. At least thats how it used to be when I was there.
