    You do indeed!

Firstly, you need to fill out an application form. You get this from any police station.
The form is basically the date/time/location of raffle, how much the tickets will cost, what are the prizes and the various values (one thing is, make SURE you dont go over €3900 in value or else u can be in serious trouble).
You will then get a licence back a week or so later (i presume), which has been signed by the super intendent of the relavent district.

Any other questions do ask. I just did all this last month!

Is this the total value of the tickets or prizes? Please explain and i presume it can be a profit making Raffle. Also do you need third party attendance at the draw or some proof that it happened?

The 3,900 euro is the total value of the prizes. You cannot go over that. You can sell the tickets for however much you want, and make how ever much you want. The superintendent decides if he will grant you the licence depending on where the funds are going and all. Im not sure about the regulations regarding a 3rd party person attending the raffle.
