Secondary Heating

I have an apartment that has one storage heater in the living room ( area 20.40 m2) and it had two electric convectors in each bedroom ( area bedroom 1 is 8m2 an area bedroom 2 is 13.2 m2 , total 21.2 m2) . The convector heaters are greater in number and heat more of the apartment, so I'm thinking that they are the primary heating system and the storage is the secondary.

Which system is the primary heating system ??? In Appendix A we are told
' The secondary heating system is based upon a room heater. Secondary heating systems are taken from the room heaters section of Table 4a '

Does this mean that storage heaters can never be secondary heaters??

    Any help is appreciated

Appendix A it states that the Primary heating system is that which heats the largest Portion of the dwelling.

So, if your living room is the larger then the other rooms put together, then storage heating is the Primary.

    Otherwise they are convector's.
