How come Wales only have to win by 13 points?

I don't understand this. Ireland currently have a plus goal difference of 46, with Wales coming in at 21. That's 25 points, so surely Wales have to win by 25 points or more to win the title?

Wales win by 13 their points diff goes up by 13 and Irelands will come down by 13 therefore a 26 point swing

Eh no! If Wales win 13-0, their points difference will be +34 and ours will be +33. Wales win the championship then.
