My post is being stolen

I live in an apartment and we have a communal postbox between several apartments. I have received less than half of the letters sent to me since I moved here. Some of my letters have been scribbled on and returned to sender. One other apartment is having the same problem. Some of my letters were confidential documents, and some were personal eg. xmas cards.
Should I tell the gardai? Are they likely to help or make it worse? Would it be better to sort out myself? What is the penalty for this crime? Should I ask for a settlement of some sort if I get my letter back?

Communal postboxes? Bit of a strange one.

I don't think there's a whole lot the Gardaí can do to be honest, but there's definitely no harm in reporting it anyway.

In the meantime, I would complain to the management company.

Get individual post poxes with th last one marked "landlord / management company (as appropriate) and return to sender".

This means only the landlord can return to sender.
