    Yes.

Log into your Paypal account, click on the link for the resolution centre on the left then follow the process for lodging a transaction dispute. Do NOT cancel the dispute until you are 100% satisfied with the outcome because you can not re-open a dispute.

I have never failed to get my money back from Paypal via a dispute.

    I fcukin hate paypal.
So many loopholes for them to get out of not paying you.
They claimed to send me several emails during my dispute which I never got..of course I got the one they sent to tell me that they weren't going paying me.
Absolutely slaughtered them in a ebay review (and indeed ebay as well for disabling seller's account without giving me the chance to contact the seller).
Ebay didn't like my review and contacted me to help me resolve issue but no joy from paypal. As a result I no longer use ebay for expensive items etc.

You can only open a dispute for 45 days after the payment. Beyond this, you can not. At that point, you're left with charge back from the credit card, but there's usually a time limit (2- 4 months generally) and some (MBNA) often won't do it at all.

Fist of all the seller has 30 days to get the stuff to you. If id did not arrive in that time then you file and 'item not received'. Its up to the seller to get the item to you. If it is lost in the post its his bad luck. Paypal will look for your signature on the deliver docket or they will give you your money back. Do not leave, or threaten negative feedback, feedback is only used when everything is all wound up and over. If you have been waiting for too long contact the seller and say 'it did not arrive, what do we do now' and take it from there if he is reasonable. Make sure you do not leave it too long or you will not be able to claim from Eaby or paypal. However if you get no satisfaction from ebay or Paypal; you can simply go to your creditcard and do a chargeback, and get all your mony back.
    Regards.
    Tom.
