If someone bought a product, for example, say a coin operated mobile phone charger, through an Irish agent working for a Chinese manufacturer.

If that someone then installed the purchased coin operated mobile phone charger in a certain location, for example, lets say a shopping centre.

And that someone advertised on a website this service on a profit share basis, between herself/himself and the shopping centre.

In peoples opinion is there anything illegal about that?

Do you mean charging electricity only? Some places tried operations like this and I don't think any were successful. Its just possible that you will need licences from the Energy Regulator (for selling electricity), less likely for the Communications Regulator.

The shopping centre might have some sort of restriction - they will only have X cafés and Y phone shops. The other phone shops might see you as taking part of their custom. Most phone shops will charge a phone for free for their customers - on the condition that they actually darken their doors and might buy thier products.

There are of course there usual problems - public libility, tax and so on.
