If me and my friend move into a 2bed flat of €690/month will either of us have our JSA cut?
Also would we each be able to get rent allowance?

It depends on whether the friend is your partner or not. If it's not your partner, then your JSA shouldn't be affected, though remember to change your address.

The question about rent allowance is more difficult. The CWO will look at where you were living before, why you moved, if the rent is suitable for the area, if the apartment is of suitable condition, etc. Again, your status as partners or friends will make a difference on whether you are assessed separately or not. Bear in mind, the landlord has to agree to accept rent allowance. If, for example, one of you was living at home rent free, or for a small contribution to your parents, then expect to answer a lot of questions as to why you moved out.
