What are the rules about seatbelt in the back of a camper van in Ireland? Where do I find how they should be fitted?

As far as I know, the law states that seatbelts must be fitted on all forward facing seats so they would not be required on side or rear facing seats I think. Also for fitting them they'd have to be bolted to the chassis in some way or another.

are you allowed to take people in the back when they are no seatbelts fitted? Our camper van is from 94?
