adobe photoshop question (help needed please)

    i need to fade an image into the background and write over it. i created a duplicate layer and tried to lower the opacity but it didn't work! I thought this was how your supposed to do it. can someone please tell me how to do it - i need it done for work Monday. thanks.

    Leave image on backround layer. Create new layer. Fill it with white and reduce opacity of the white layer.
