    Hi,
If a person is charged with an offense (not criminal) is that person entitled to a jury trial?

Explain? There is no such thing as a civil offence.

The only non-criminal trial that has a jury is a defamation claim.

Also, there is no such thing as a "non-criminal offence", as far as I can make out anyway.

There are offences that aren't prosecuted by the Garda / DPP, e.g. Councils, HSE, HSA can take prosecutions within their remit that are more civil that criminal.

They are still criminal in nature.
