Why are PRSI contributions based on one year only??

    Hi

    I was let go and im getting jobseekers allowance as they said i wasnt entitled to benefit as i didnt have enough PRSI stamps paid.. Ive worked since i was 16, now in late 20s - i left to travel and worked abroad for a year and half so for that year i made no prsi contributions. But all the other years i did - and i didnt claim dole during this time so its not like i used them up (I also didnt use them for medical purposes such as eye-tests, dentist etc..).
    I just find it annoying that they base it on one particular year only and dont take any others into consideration. Anyone know the reason for this?
