Damaged DVD need restored

Hello, Have an old DVD of a bungy jump. Its a PAL. It no longer works. I hadnt played it in ages then I saw a couple of coloured spots on the disc. It doesnt register on anything. Any ideas, and are there places where one can get busted discs restored or get the info on them onto a new disc????? Much much obliged
