    These can be made with adobe illustrator, and is sometimes referred to as 'vectoring' - turning a raster image to a vector image. There are some tutorials on this blog: http://vector-art.blogspot.com/search/label/Tutorials

    There's a feature in illustrator called Live Trace.

    If you take the original image to photoshop and give it good outlines using filters and a basic brush to join all the ends.

    Bring it into Illustrator and then run the Live Trace; you will have to tweak the trace settings.

    Then use the Live Paint feature and then you're done.
