    Another e-tender published today by RTÉ is for the provision of Digital Multiplex Head-end System at Donnybrook. An interesting read.
    General Outline of Tender
    The scope of this tender covers the requirements for a Digital Multiplex Head-end System for RTÉNL’s Digital Terrestrial Television (DTT) Network. This equipment will be used for the broadcast of the Public Service Broadcasting Muitiplex on behalf of RTE. This equipment will be located on the RTÉ Donnybrook campus.
    5 HEAD-END TECHNICAL DESCRIPTION
    5.1 MULTIPLEX MODEL
    The initial model of the head-end system consists of 8 Standard Definition television services and up to 8 radio services. It also makes provision for the PSI/SI data, 1 data service, and System Software Updates.

    RTÉNL wishes to tender for a digital head-end system capable of encoding and multiplexing:
    1. 8 SD video services including the embedded audio and teletext components
    2. 8 radio services
    3. 1 MHEG-5 data service for digital teletext
    4. Provision of a PSI/SI server for generating PSI/SI tables and EPG data
    5. Provision of components for System Software Updates

    The head-end rack space must be preconfigured and wired for a second configuration composed of 5 Standard Definition television services, 1 High Definition service and up to 8 radio services.

    RTÉNL must be able to migrate from one configuration to the other and back if necessary.

    5.2 VIDEO SERVICES
    Tenderers shall quote for MPEG-4 AVC encoders (as defined by ITU-T H.264). The head-end shall support video encoding decoding for;
    - MPEG4 AVC (H.264) video decoding up to High Profile at Level 3 (SDTV)
    - MPEG4 AVC (H.264) video decoding up to High Profile at Level 4 (HDTV)
    The head-end should be designed and installed such that it is ready for the possible future adoption of High Definition television services. This clause shall apply to all relevant wiring and any switching systems.
    The cost implications for Standard Definition and High Definition options shall be quoted. The Tenderer shall specify additional costs for additional SD and HD television services should the system be expanded in the future.
    The head-end must be capable of displaying television services as standard aspect ratio (4:3) or widescreen (16:9).
