Best and cheapest place to invest in shares

Ok i was wondering what is the best place to invest in shares be in retail or online.If it is online it is vital that it is safe and well known and can people list out the expenses incurred when investing in shares and also when you sell the shares.Give the example in terms of investing 1000 euro please, Cheers and thanks…
