While this issue is somewhat related to the recent announcement from eircom
that they will block sites that IRMA don't like.

The Norwegians have consulted long and hard about what constitutes a reasonable expectation from their ISPs. They call this their Net Neutrality Guidelines.

We here in Ireland should have a similar set of guidelines. Of course this consultation was lead by their regulator and their Consumer Protection agencies. Would it were that our regulator cared about people/consumers here in Ireland, is that too much to ask? Is it too much to ask that our consumer protection agencies would care either?
    Norwegian Net Neutrality Guidelines

These seem like a reasonable set of guidelines for all to sign up to.
