International driving liscence (for Austria)

Im looking into international driving liscences and there is one that you pay about €6 for and it lasts for a year. Im moving To Austria to study for a few years and the problem is this liscence doesnt mention anything about Austria. This driving liscence will work in may countries but the one i need it for isnt on the list?
Any help would be greatly appreciated.

I may be wrong here but I was under the impression that a driving license form one EU country (e.g. Ireland) could be used in another EU country (e.g. Austria)
