CCTV in shared car park?

    Hello,

My friends live in an apt block with a common car parking area, with designated spaces. There is no apt block cctv, but their neighbour has set up a cctv camera in the car park. Supposedly this is directed at his space, but there's no way to verify what's being recorded, and who has access to it.
Also, the person is looking to rent out this space and apparently the cctv will be veiwable on the renter's pc. So there must be some online feed.
So, the question is - is the guy allowed do this?
As a common area, surely someone isn't allowed set up a private cctv feed for any part of it.

I don't see any immediate problems - its not an invasion of privacy as such.

Could it be construed as harassment? Unlikely if the camera is within the apartment.
