    So, as the title asks.
Why is there so much fencing?
Are the landowners trying to keep walkers off their land?
Do landowners get grants from the EU to help pay for them and up keep?

    Any thoughts?

    Where abouts in particular?

Their could be several reasons for the fencing with two being:
    - protection of owners animals (their have been a few cases recently of roaming animals slaughtering animals particularly sheep)
    - it could be to keep tresspassers/hill-walkers off their land.

There is no right to roam in ireland and it you have an accident on a land owners land the landowner is liable even if you are tresspassing so it is to keep people off

on the other hand upland areas are held in commonage so it should be perfectly legal to walk there the fences on upland areas ie to keep sheep in one area afaik
