when you say shutdown/restart comman are not working, do you mean when you select them from the menu you just get a spinning wheel and it seems to sit for ages and ages?

    ok do the following:

power down the whole mac (basically press the power button for 5-10 secs, not good for the machine but will not kill it either).

Press the power button again hold down:

    cmd-S or apple-s

This starts in single user mode once you think you've broken the mac, loads of white writing on black screen type the following:

    /sbin/fsck -f

this is a file system consistency check, now if it says your system has been modified, hit up on the cursor keys and do it again until the filesystem is fine

    then type reboot

while rebooting hold down the shift key (this boots it into safe mode and repairs permissions), once rebooted to the login screen just click on the restart button and restart as normal, do these and let me know how you get on.

Ok try deleting your finder preferences and see if that sorts out the problem

They can be found in your home folder (the one shaped like a house) then in library, then in preference and it'll say something like

    com.finder.plist

put this in the trash can then empty and reboot.
