Nope. It's free. OP, if you go into the Mail Options of your account and select Pop & Mail Forwarding from the list on the right, you'll find the details you need to put into Outlook Express as well as instructions on how to set it up.

I have it set up with Thunderbird and it works great.*

*If only they'd add support for IMAP. :(

strange ! .. when i go to the mail options and select pop & mail forwarding .. it says I have to upgrade to mail plus to enable pop

In the help it says this :
The ability to access Yahoo! Mail via a POP3 email client (such as Outlook or Outlook Express) is only available to customers of our premium Yahoo! Mail Plus service.
If you have not purchased the Yahoo! Mail Plus service, you will be unable to retrieve messages via an email client. To determine whether or not you have purchased this service, please visit the My Services page.

Really? Well I certainly wouldn't pay for it. Especially since it doesn't support IMAP which Gmail does.

This is what I get when I select POP & Mail Forwarding: Yahoo POP.jpg

And then this screen: Yahoo POP1.jpg

In any case the settings in the second screen shot are the ones to use. :)

my yahoo account is @yahoo.com .. may be different for .ie

tried your pop server settings and :

Server denied POP3 access for the given username and password.
POP access is limited to Yahoo! Mail Plus subscribers. Please contact Yahoo! Mail's support team for more information.
Show error details Server returned error: "[SYS/PERM] pop not allowed for user
