Why do you need to use tubro C? Are you using DOS?

The only reason i could see to use turbo C for controlling a serial port is if your using DOS. If your using windows just use the windows API for controlling it (ReadFile WriteFile ect.. )

i'm using turbo c because i am kind of familiar with it.
i'm making a program that controls a stepper motor, and therefore i need to be able to move it precisely. I already have the driver board etc. for the motor, i just need a controllable frequency, and the parallel port seems to be the way to go.
