changing backround on a photo ?

ive got a cert i want to clean up. its pretty dirty gray with black bold text . im looking to change the back round to white and try clean it up.. any ideas for free software cant afford photoshop cs3 etc..

The most important is the source image - scan or digital image.
If you need more help, I would recommend posting request for help in Photography forum in section Digital Darkroom. Cleaning a document should take less than five minutes to somebody used to doing so.
