Well i've driven eg8 ferio 1.5 vtec import and i know that vtec doesnt engage untill the engine is properly warmed up but when it was you could feel a sharp "kick" after 5600rpm, also i ve driven my frends eg8 dohc vtec and there was a definately "kick" in it, i have no experience with ek's but i assume they are nearly identical engines. Did he get the car serviced ??( u wud be suprised but it helps a lot i terms of performance and mpg ), maybe the car was abused and not maintained properly. Maybe its not a vtec :D;):pac:<lol>

i found this topic( http://forums.beyond.ca/showthread/t-77991.html ) maybe it ll help it points out the following.
"Low oil pressure/level, and failed vtec solenoid would be the 2 most common culprits. Another would be no speed signal going to the ECU"

Can you definitely hear the VTEC changeover? its a noticeable change in engine note, you should definitely feel a kick on changeover if he's flooring through the rev range.

If not then check to make sure its a proper DOHC engine in there and not an SOHC.

Then as pablosd says, check the oil level and get the oil pressure checked out.

The VTEC solenoid and the VSS sensor should be checked also although the engine management light should be on if there's a problem with these

Some of them give a harder kick than others to be honest, sometimes my Integra doesn't kick as hard as normal and I change the oil and it seems better
