animals liability

    Just wondering, I have stumbled across an exam question on animals liability..
    how liable is a dog handler for walking an unmuzzled pit bull terrior, when the dog caused bodily harm to a passer by?
    The owner of the dog is not mentioned in the question, but I would presume the owner is more liable than the handler, or is this so?
    I just dont know how to answer the question focoused on the dog handler rather than on the owner..
    I would really appreciate any replies!
