Is TP insurance manditory for horse drawn vehicles?

    I was in town to day and witnessed the aftermath of a collision on Dame St where a stagecoach took the rear quarter panels off a taxi and Nissan Micra. Fortunately no one was injured including the horse which was moved to the side of the road until the cops arrived.

    This is the second accident I have come across involving horse drawn carts. Last year I came across a hit and run between a taxi and chariot driven by two young guys who tried to do a runner.

    AFAIK they don't need insurance. If you collide with one the motor vehicle driver is at fault, as they are one of the 3 people you have to stop for, thought I hope I'm wrong on this.

    Afaik, you only have to stop for a person in charge of animals if they signal you to stop.
