    EC clears plans to open up Dutch cable networks Tuesday 10 February 2009


    The European Commission has cleared a proposal from Dutch regulator Opta to open up the dominant cable networks to other service providers. Opta wants the two largest network operators, Ziggo and UPC, to offer a wholesale version of their analogue TV services, allowing consumers more choice in their TV supplier. UPC, Ziggo and the smaller operators CAIW and Delta will also be required to carry digital TV broadcasts from alternative TV providers. For the moment, telecoms incumbent KPN will not be allowed to make use of the access to cable networks. Opta is hoping the new measures will increase competition between KPN and the cable operators, as well as with alternative operators. The regulator also wants to encourage the operators to invest more in their networks. Opta will now start talks with the cable operators and other industry players on the technical and administrative requirements for opening up the networks. Service providers looking to use the wholesale cable network will still need to arrange their own copyright licences for distributing programming.
