N9 Kilcullen to Carlow finishing date?

Anybody know the finishing date for this? NRA press release of 28 January is claiming a 2009 finish.

• 156 km of new roads will be completed in 2009. The projects are; N4 Leixlip to M50 Junction; N6 Athlone to Ballinasloe; N7 Nenagh to Limerick; N8 Fermoy to Mitchelstown; N9 Waterford to Knocktopher; N9 Kilcullen to Carlow, N51 Navan Inner Relief Road and the N25 Waterford City By Pass

While in the Road Scheme Activity section a Q4, 2010 finish is given as the approximate end date:

What's it actually looking like on the ground down there? Also will it be a motorway upon completion?

Safe to say sometime in Q4 this year I'd say - though we could well be surprised.
