Paying for the Fire Brigade after an Accident

Two years ago my brother's truck was hit from behind while we were at a standstill and indicating to turn right on a main road. The other driver's car (a right off) and my brother's truck were taken away. The other party admitted liability and my brother got money from their insurance company.

A week ago, my brother received a bill from the County Council where the incident took place for the fire brigade attending the scene.

This was two years ago and the other part was at fault. My brother shouldn't have to pay this - it's over €400 - should he?
