Painting over a varnished bath panel?

    Hi,
    Do i need to sand down or can i just paint over the varnish? Do i need to apply primer?......I will be painting the panel a matt white ...ta :)

    get a product called ESP it can be applied with a rag and after an hour or so it allows you to paint straight onto shiney surfaces even makes paint stick to glass!!!! ppl also use it to change the colour of there kitchens
